Overview
Toshara is a savanna moon in the Outer Rim, a windswept land of open grassland cut by canyons, where bright orange streaks of amberine show in the rock[1]. It orbits the planet Toshaal[3].
An opportunistic Imperial governor rules the moon, but the real struggle is a constant gang war between criminal syndicates, and the reclusive native Tosharans are overshadowed by both[1]. The oldest settlement on the moon, Mirogana, is its capital[4].

Syndicates and the governor
Not natives, but the moon's real powers: an opportunistic Imperial governor and rival syndicates locked in a constant gang war. They include the Pyke Syndicate and Crimson Dawn[1].
